Evaluation of the 2011 New York State Standard Multi-Hazard Mitigation Plan
Enhanced Standard Mitigation Plan Requirements – FEMA Mitigation Planning “Blue Book”
Prerequisites:
1) Must meet all elements of the Standard State Mitigation Plan identified in §201.4…
In juxtaposing the New York State Hazards Mitigation Plan (SHMP) with the Enhanced State Hazard Mitigation Plan Guidance and Review Crosswalk, the prerequisite that the plan meet all of the requirements of the Standard State Hazard Mitigation Plan was not met.
The requirements in §201.4 that were not met include:
· §201.4(c)(2)(i) – Identifying All Potential Hazards
o This section did not identify all potential hazards but just the geologic and hydrologic hazards that are relevant enough to be listed for mitigation actions
· §201.4(c)(3)(i) – Hazard Mitigation Goals
o This section lists State and State Agency goals and objectives, but did not list that they met this particular requirement from the bluebook guidelines
· §201.4(c)(4)(iii) – Prioritizing Local Assistance
Requirements:
1) Integration with Other Planning Initiatives – Not Met
· Listed agencies and organizations that will contribute to hazard mitigation, but did not demonstrate how the SHMP will integrate specifically with other planning initiatives
2) Project Implementation Capability - Not Met
· Established an eligibility criteria for mulit-hazard mitigation measures, but did not demonstrate specifically the cost effectiveness of mitigation measures
3) Program Management Capability – Not Met
· Did not specifically demonstrate how they manage HMGP and other grant programs
4) Assessment of Mitigation Actions – Not Met
· Did not specifically demonstrate assessments of completed mitigation actions and cost avoidances of the mitigation actions
5) Effective Use of Available Mitigation Funding – Not Met
· Did not specifically demonstrate how the State effectively uses existing mitigation programs to achieve mitigation goals
6) Commitment to a Comprehensive Mitigation Program – Not Met
*Note also that the current 2011 SHMP has listed sections 8.0-11.0 as Reserved for Future Development. These sections are Program Management Capability, Assessment of Mitigation Actions, Effective Use of Available Mitigation Funding, and Commitment to a Comprehensive Mitigation Program respectively.
