Mitigation Planning Process
The planning process based their work off of the 2008 plans from the FEMA approved New York State Multi-Hazard Mitigation Plan document.The leading agencies for the plan update were the New York State Office of Emergency Manangement, and New York State Division of Homeland Security and Emergency Services.

- Plan Update Team was created, lead by Chief of Mitigation programs Richard Lord.
- Plan Update Team followed the requirements based on Disaster Mitigation Act of 2000
- Meetings began December 9th, 2009, where they identified specific issues to update
- The Team identified a wide range of State and Regional agencies to have a stake in the hazard planning process, and were allowed to participate in the plan update
- These agencies and participants received packets of info ahead of time to read over and be prepared for next meeting.
- Agencies were also asked to review and update their own individual agency progress assessment reports to identify their own hazard mitigation goals to complete in a three year period
- Official kickoff meeting with agencies and participants began April 14th, 2010
- The 2008 approved plan was posted on the NYSOEM website for the public and local jurisdictions to place comments
- First draft of NYS hazard mitigation plan was produced then mailed to specific departments and personnel, for review and comments.
- Comments were used to make a list of improvements
Compared to FEMA required Process and Content:- Organized resources: New York State took the steps to assess community support, built a planning team, and engaged the public through their website
- Assess risks: hazards were identified by the Plan Update Team, and then individual agencies were asked to identify and update new hazards. No inventory of assets or estimated losses were presented on the website plan.
- development mitigation plan: goals and objectives were assigned to the individual agencies to be finished within three years, there was no mention of prioritizing actions. The planning process was documented.
- implement/update plan: there was regulatory review, agreements, and evaluation/update of plan along with the data.
